If WinSysClean or other software cannot create a System Restore Point in Windows 10 then probably the SRP is turned off.
Here is how you can turn back on the System Restore Point in Windows 10:
- In Windows Search type Settings
- In Settings Search type Create a restore point
- Select the System Drive and click the Configure button
- Turn on System Protection
Now you should be able to create a System Restore Point.
If the System Protection option is grayed / disabled then probably you have an antivirus or tune-up software which have stopped the restore point service in Windows. Be careful what tune-up tool you use, many tools stop important services in Windows and they claim that they made your PC faster.
If you still does not work, open a Command Prompt (as Administrator) and run
sfc /scannow
